What is a German e-invoice?

The mandate already applies — even if you don't issue e-invoices yet.

A German e-invoice is an invoice in a structured electronic format compliant with EN 16931 — for example XRechnung or ZUGFeRD. Since 1 January 2025, every business operating in Germany must be able to receive and process such invoices for domestic B2B transactions. A standard PDF no longer formally counts as an e-invoice, because software cannot reliably read the data out of it.

Which formats count
XRechnung Pure structured XML — the standard for public-sector invoicing, increasingly used in B2B too.
ZUGFeRD Hybrid: a human-readable PDF with embedded XML. If the two disagree, the XML takes precedence.
Plain PDF / paper Only allowed with the recipient's consent, and only until 2027/2028.

What is an e-invoice under German law?
A German e-invoice is an invoice in a structured electronic format compliant with EN 16931 — for example XRechnung or ZUGFeRD. A standard PDF or paper invoice no longer counts as an e-invoice since 2025, because software cannot reliably read the data out of it.
Who has to be able to receive e-invoices in Germany?
Since 1 January 2025, every business operating in Germany must be able to receive and process structured e-invoices for domestic B2B transactions — regardless of size or turnover. This receiving obligation already applies, even though the obligation to issue e-invoices only phases in from 2027/2028.
Which formats does Cockpit support?
Cockpit recognises and processes XRechnung (pure XML), ZUGFeRD (a hybrid PDF with embedded XML) and classic PDF invoices during the transition period. The AI extracts the relevant data regardless of format.
Is a PDF invoice still valid in Germany?
For domestic B2B transactions, a plain PDF invoice formally no longer counts as an e-invoice since 2025. Until 2027, suppliers may still send PDF or paper with the recipient's consent; after that the structured format becomes mandatory. Cockpit processes both formats in parallel so the transition doesn't create a gap.
What happens if my business can't receive e-invoices?
The receiving obligation has applied since 1 January 2025, regardless of company size. Without a suitable solution, businesses risk delays in input VAT deduction and extra manual work on every incoming invoice. Cockpit closes that gap without requiring an IT project.
